This policy applies to full-text publications that are available in both paper and electronic formats. When separate subscription costs are required for electronic access and paper access, i.e., the library is forced to pay for electronic access in addition to the cost of paper access, we should subscribe to the electronic version and cancel (or not subscribe to) the paper version. This policy should be implemented on a case by case basis contingent upon the efficaciousness of the electronic version. Efficaciousness includes factors such as the effectiveness and ease of use of the electronic interface, the reliability of the electronic system, the comprehensiveness of the content coverage, the degree of access to computer equipment and networks in the relevant department(s), and other factors.
